Minutes from the Sept. 12th, 2002 Meeting of The Mayor's Bicycle and
Pedestrian Task Force- West Windsor Township, NJ
Meeting Attendees: Roger Alig, Peter Bilton, Ken Carlson, Dan Fabrizio, Shing-Fu Hsueh, Myra Hochman, Daryl McMillan, Alison Miller, Ken Naglak, Don Smart
PSE&G
- The Mayor and Barbara Evans met with the Regional Manager of PSE&G to discuss several matters, including the use of the PSE&G ROW for a bike/ped path. They were informed that PSE&G has discussed the use of the ROW internally and the opinion of PSE&G is still the same- that they are not in favor of allowing the use of the ROW for a bike/ped path. This would include the short stretch from Rabbit Hill Road to Big Bear Brook. The mayor felt that PSE&G did not entirely close the door on the subject and that he will continue to pursue the matter.
- Peter offered to look into the issue of developing trails on utility right of ways by talking to some of the consultants that he knows.
New Acting Head of Engineering: The mayor informed the Task Force that Jim Parvesse is now acting head of engineering in the township and is the new township liasion to the Task Force.

Suggestions were made to the mission statement and goals and the changes will be incorporated and circulated back to the task force. Peter recommended that the mission st
Sub-Committee Composition
Task Force members stated their preference for sub-committee assignments. It was suggested that each sub-committee define what their specific goals are and that the sub-committee members coordinate their efforts between Task Force meetings. It was suggested that part of the agenda for each task Force meeting should be an update on the current efforts of each sub-committee. The composition of the subcommittees to date is:

Web Site
Ken and Ken met with Babu's wife who has kindly offered to develop a web site for the Task Force. It was suggested that a Task Force e-mail account be created for the web site.
Penns Neck EIS
- The mayor informed the Task Force that the official position of the township on the Millstone Bypass is that it 1) favors the alignment of the Bypass along the Millstone River with a bridge crossing of Route 1, traversing parallel to Harrison St. and then turning parallel to the Canal before connecting with Washington Road; and 2) favors right-in, right-out access to Route 1 from Washington Road (with no crossing of Rt.1 by Washington Road).
- Ken C mentioned that he made a statement at the last Penns Neck EIS meeting that the RTBC recommends the construction of a bicycle/pedestrian bridge over Route 1. He and Ken N have written a memo to this effect that is currently being circulated to RTBC and Task Force members for comment.
- Ken N showed the latest version of the Penn's Neck study area map. He has gotten some input from Task Force members. A suggestion was made that existing bike lanes be differentiated from proposed bike lanes. The map is best printed out by selecting "print as a poster" in your printer options.
Funding- Active Living By Design
- Ken C briefly discussed the Active Living By Design Program funded by Robert Wood Johnson. It was suggested that Dan and Ken present on the specifics of the Active Living Program at the next meeting. It was mentioned that Kristin knows someone at Robert Wood Johnson and that perhaps she can help arrange a meeting to discuss this funding source.
- Since the Active Living proposal needs to be a broad-based partnership, it was suggested that we include the Board of Ed and the Senior Center. We should meet with Bob Hary, director of WW Public Health, since the input of a medical official is needed for the Proposal. In addition, Senior Services falls under Bob's department.
Bike Tour
A bike tour of West Windsor among Task Force was discussed to help familiarize members with potential projects. A date needs to be picked. It was suggested that a digital camera be brought along to take pictures of points of interest.
Task Force and the RTBC
- It was discussed that the Task Force is a public body, whereas the RTBC is a private body.
- On many issues, the RTBC is in effect, acting in an advisory capacity to the Task Force.
In some issues, such as the Active Living by Design (which can only be applied for by a private, non-profit organization), the Task Force is acting in an advisory capacity to the RTBC.
- At the last meeting it was asked if using RTBC meetings to help drive some of the Task Force agenda items violates the Sunshine Act. The Sunshine Act is an open public meetings act that states that local government sponsored meetings should be held in the open, that is in the sunshine and not in the dark. Alison told the group that as long as the RTBC meetings are posted publicly, that there is no violation of the Act.

- Each sub-committee should define its goals.
- Peter will look into the issue of developing trails on utility right of ways.
- Ken C and Dan should research and present on the specifics of the Active Living By Design Program.
- Contact Kristin about her contact at RWJ and whether a meeting could be arranged to discuss Active Living by Design.
- Meet with Bob Hary, director of Public Health regarding Active Living by Design
- Set date for bike tour
