Minutes from the April 10th, 2003 West Windsor Bicycle/Pedestrian Meeting
Meeting Attendees: Roger Alig, Peter Bilton, Ken Carlson, Bruce Ellsworth, Myra Hochman, Alison Miller, Ken Naglak, Mame Reynolds, Don Smart
Mayor's Bicycle and Pedestrian Task Force
- Sidewalk Scoping- Roger and Myra updated the group on the progress with the sidewalk inventory. Roger and Myra met with Jim Parvese and Jim provided them with a satellite map of West Windsor for the inventory. The map was magnified and printed out on about 10 individual poster size papers, each section encompassed a different section of the township. Myra and Jim then instructed the group to each take a map section. They then provided a WW street map and we all cut out the corresponding area on the street map. The plan is to use the satellite map in addition to visual reconnaissance to mark the status of sidewalks on the street map. Streets are to colored green if both sides of the road have sidewalks, blue if one side is has a sidewalk, and yellow if there are no sidewalks. Red is to be used for off-road paths. At the next meeting we will give our marked up maps back to Roger and Myra. They will compile the information and give it to Jim Parvese who will then enter this information into the township computer mapping system.
- Millstone Road Sidewalk- Bruce mentioned that the last time he spoke to Andy Pratt, Andy had queried about 2/3rd of the neighbors on one side of Millstone Road and had received favorable opinions on the sidewalk concept. Ken found out that Millstone Road is not slated for resurfacing in the near future.
- Millstone Bypass- Ken C summarized the special meeting with Jon Carnegie (see March 19th minutes). The most important information from this meeting is that the Draft EIS will include a recommendation for a study and for the construction of the bike/ped bridge over Route 1. The study will determine the need, consensus, and feasibility of such a bridge. To ensure local consensus on the bridge, we must generate support for the bridge, particularly during the 45 day Comment Period that will follow the release of the DEIS. Ken drafted a resolution in support of the bridge and distributed it to the WW Township council. The council will be voting on the resolution at an upcoming town council meeting. It will be important to have similar resolutions of support from the Princetons as well as Plainsboro. Other important institutions to enlist would be the D&R Greenway, the Stony Brook Watershed Assn, Princeton Univ., the Princeton Freewheelers, the State Green Acres Commission, FOWWOS, and the West Windsor Recreation Committee. It will also be important to get the press to write an article on the bridge concept.
- Funding
- Local Aid Grant- The first step in the scoping of DOT's Local Aid Grant will be to arrange a hands on tour of the Southfield/Edinburg Road bikelane project with Sam Surtees and/or Jim Parvese. Don plans to set this up in the near future. The grant application is due June 1st.
- Town Council Funding Request- Ken C told the group that he had drafted a memo requesting $5000 be included in the capital budget to fund signage and strippage of bikelanes on Lanwyn Blvd and the newly straightened section of Village Road.
- Bike Tour with Mayor- It was decided that the Bike tour be postponed to the fall due to the multiple priorities for the task force at this time.
- Meeting with the Mayor- Ken and Ken reviewed their recent update meeting with the mayor. We informed the mayor of the Task Force's recent activities and asked his opinion on several projects. He agreed with postponing the Bike Tour, and was in support of the bikelane funding request and the bike/ped bridge resolution. The PSE&G trail was discussed and the mayor said he would pursue the right of way issue with PSE&G officials. We told the mayor that the task force has grown and that we would like him to formally invite new members to the Task Force. The mayor said that can be done- what he needs is the name, address, and a brief bio of each person.
- Meeting with Rouse- We'd like to invite Rouse officials to discuss bike/ped mobility issues relating to the Wyeth development. To ensure a maximum turnout, it was suggested that we invite interested parties, like FOWWOS, to the meeting.
Recreational Trails Committee
- PSE&G Trail- Ken C had spoken to Ham about the status of the PSE&G right of way. Ham had spoken to Don Tretola, a PSE&G official, and Mr. Tretola stated that there was a possibility that something could be worked out but the next step was for the mayor to contact PSE&G. This was communicated to the mayor who stated that he already had intended to pursue this matter with PSE&G officials.
- Lawrence-Hopewell Trail- Bruce and Peter updated the group on the status of the L-T Trail. The trail is moving forward. The current focus is on communicating with local neighbors and applying for grants. The trail will connect to the D&R Towpath near Brearly House in Lawrence on Quaker Road. It was suggested that we invite the originator of the L-T trail idea in to meet with us.
Action Items
- Catalog status of sidewalks in assigned map region- task force members present tonite.
- Arrange scoping trip of Southfield and Edinburg Rd bikelane project with Sam Surtees and or Jim Parvese- Don
- Provide Kens with Name, address, and short bio in order to get formal invitation to join Task Force from Mayor- Mame, Bruce, Marcus, Brian, Ham, Susan

- Find out if North Post Road improvements will include sidewalks and/or bikelanes- Kens
